Vijaya Bharathi Sayani detailed the Commission’s powers to investigate grievances, conduct surprise visits to detention centers, recommend policy reforms, and intervene in judicial proceedings. She noted, The NHRC is not merely reactive; it proactively identifies structural injustices—from custodial violence to discrimination against minorities—and partners with state agencies to drive accountability. She illustrated the NHRC’s impact through compelling case studies such as Custodial Deaths, tribal displacements and rehabilitation schemes etc. Smt. Vijaya Bharathi Sayani candidly addressed limitations, including resource constraints, non-binding recommendations, and delays in state compliance. She called for strengthening grassroots networks via NGOs and law schools to enhance complaint redressal and advocated for legislative amendments to empower the NHRC with contempt powers. She urged students to leverage NHRCs public complaint mechanism and participate in its internship programs, stating, that Human rights protection begins with vigilant citizenship.
